Identified

There's an issue at Firebase TestLab, the service used for the Android Virtual Device Testing feature. This can cause the Virtual Device Testing step to fail with an error like:

Failed to start test: 500, error: Failed to create testing service, error: googleapi: Error 503: The service is currently unavailable., backendError
```
